Cause:  
The problem is caused by a registry setting for the Click Once TrustManager prompt behavior.  Ordinarily, the default values for this registry setting do not cause the issue, but they may have been changed, causing the TrustManager to prevent the application from running.
 
Resolution: 
An administrator can change the registry setting on this workstation back to the defaults, as follows: 
  1. Launch REGEDIT.
  2. Before making any changes, export the Registry to a file, from which it can be restored if necessary.  
  3. Locate the key   \HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\.NETFramework\Security\TrustManager\PromptingLevel
  4. If the key does not exist, create it.
  5. Within the key, there should be five string values.  Set the values as follows:
    •  Internet               Enabled
    •  MyComputer       Enabled
    •  LocalIntranet       Enabled
    •  TrustedSites        Enabled
    •  UntrustedSites    Disabled
  6. If those values do not exist, create them.
  7. Close the registry
  8. Launch the application again -- this time it should work.
