How to set a role to 'View Only' for Purchase Orders?

Resolution:

1. Click on Configuration > Purchasing and Inventory > Buyer/Approver tab. 
2. Add the user at the top part of this tab.  Only check the box that says View All Purchase Orders.
3. Save and have user log out and back in.  When they open Purchase Orders they can only view them.
