Resolution: 

Batch Billing is a processor-intensive job, and requires access to the entire database.   

• While users are accessing the database and modifying records, the Batch Billing job has to wait for access to those records.    
• Deltek recommends that Batch Billing be scheduled to run after hours, when no other users are logged into the application.
