What is the difference between Modify and Transfer in Interactive Billing?

Billing Modify: Changes made are not posted to the general ledger or the project. The changes affect only the billing invoice.

Billing Transfer: Will reclassify transactions within the same project/phase/task or transfer transactions to another project/phase/task, creates a billing transfer posting log, and will post to the general ledger and project.
