How to remove labor from a promotional project?

A Promotional projects did not become a Regular project and was made dormant. 
The labor hours do not show up in Interactive Billing, but the labor does show when the invoice is previewed. 
The hours are also showing up on reports as unbilled hours. 

Is there a way to transfer the hours? 

Cause: 

The Labor does not show in the Interactive Billing because it was posted in a period that is outside of the 12 month maximum range that is set up in the Billing Session Options in Interactive Billing.  

Resolution: 

1. Print the Labor Detail report and include the Fiscal Period and Billing Status columns to find the correct period the Labor was posted to.
2. In the Interactive Billing > Billing Session Options > Overhead Projects section, set the Starting period for transaction detail and Number of periods to include so the Labor appears.
3. Transfer the Labor.
