In Planning, not all Plans are available

Cause: 

The Plan is using Provisional rates for cost instead of rate table.
Have an Admin full access user do the following

1. Open Planning, pull up a Plan
2. On the Rates tab the Labor cost rate method = From Employee Provisional rates.  
3. This would prevent a Limited Role from seeing the plan when no or limited access to cost in the role 

Resolution: 

1. Change the Labor cost rate method to anything other then From Employee Provisional rates if applicable. 
2. Save the plan.
