Resolution:

  1. Labor categories can be added in Configuration > Accounting > System Settings > Labor Categories tab.
  2. Once you have created the category code
  3. You can then add it to Billing > Rate Tables > Labor Categories, or Accounting > Cost\Pay Rate Tables > Labor Categories.
